Abstract
Il 16 marzo 2023 presso la base aerea di Ramstein in Germania i comandanti delle forze aeree svedesi, norvegesi, finlandesi e danesi hanno firmato una Joint Declaration of Intent (JDI) per rafforzare con azioni comuni la loro difesa aerea, come conseguenza delle tensioni provocate dalla guerra russa contro l’Ucraina. Da un punto di vista storico ci si può chiedere se si possano citare altri precedenti e se sia possibile rintracciare una tradizione di pensiero che in passato abbia già considerato e suggerito ipotesi di “unione nordica”, pur magari con considerazioni e approcci differenti. I Paesi scandinavi hanno alle spalle un lungo percorso di integrazione sia “nordica” che europea, ma che però curiosamente ha sempre incontrato ostacoli proprio sul tema della difesa comune. Rileggere un breve testo come quello dello scrittore svedese Halvar Khennet non serve solo a prendere coscienza dello straordinario livello a cui giunse il dibattito sull’unificazione europea durante il secondo conflitto mondiale con una lucidità di riflessione certo legata al dramma che l’Europa stava allora vivendo. Oggi possiamo tranquillamente anche rilevare che dall’esperienza scandinava può arrivare una lezione valida per l’intera Unione europea.

On 16 March 2023 at Ramstein air base in Germany, the commanders of the Swedish, Norwegian, Finnish and Danish air forces signed a Joint Declaration of Intent (JDI) to strengthen their air defence with joint actions, as a consequence of the tensions caused by the Russian war against Ukraine. From a historical point of view, one may wonder whether other precedents can be cited and whether it is possible to trace a tradition of thought that has already considered and suggested hypotheses of a ‘Nordic union’ in the past, albeit perhaps with different considerations and approaches. The Scandinavian countries have a long history of both ‘Nordic’ and European integration behind them, but curiously enough they have always encountered obstacles precisely on the issue of common defence. Re-reading a short text such as that of the Swedish writer Halvar Khennet not only serves to make us aware of the extraordinary level to which the debate on European unification reached during the Second World War with a lucidity of reflection certainly linked to the drama that Europe was then experiencing. Today, we can also safely point out that from the Scandinavian experience can come a valuable lesson for the entire European Union.
