abstract: The analysis of parliamentary, doctrinal, and political debate on institutional and constitutional reforms suggests primarily questioning the objectives and institutional philosophy underlying the reform proposals over time and their (greater or lesser) suitability for addressing manifestations of institutional crisis (sometimes construed as mere ‘governability crises’). Following such analysis, the recent proposals for constitutional reform can be evaluated, regarding the direct election of the prime minister.
