Abstract

The paper addresses the issue of the consequences arising on the constitutional order from the possible approval of two recent government-initiated bills, aimed respectively at implementing the art. 116, last paragraph, of the Constitution and to introduce the direct election of the President of the Council of Ministers by universal suffrage. In particular, an interpretation is offered aimed at underlining the relationship that would be established between the interest in government stability and the constitutional principle of representation.
