 abstract: The process of in-depth analysis and debate on the future of Cohesion Policy, in a diachronic analysis of the policy itself over the last thirty years, is an iterative path that develops without interruption over time. However, it finds moments of greater intensity precisely when the end and restart of the seven-year programming period is approaching, subject to the definition of the multiannual financial framework. In one of these moments – the current one – of in-depth analysis and reflection with a future perspective, this article intends to provide a contribution to the debate on the post-2030 cohesion policy launched by the document of the European Council in the semester of the Spanish presidency and by the report of the High-level group on the future of Cohesion Policy of the European Commission. The article does so by focusing on the orientations of the Italian reform of national cohesion policy, exploring convergences and divergences with respect to European trends and prefiguring new role scenarios for local authorities and territorial autonomies and new possible paradigms of multi-level governance and partnership, also referring to the dynamics of long-term European budget negotiation and the increasingly widespread use of the “NRRP model”, based on implementation performance.
