Abstract
Taking the effects of the Covid-19 outbreak and the European response with the Next Generation EU programme as a starting point, the paper focuses on the analysis of the Recovery and Resilience Plans adopted in Greece and Italy, which, in addition to addressing the immediate effects of the health crisis, aim to overcome similar pre-existing structural problems. To this end, the comparative analysis highlights the strategic role attributed by the two Plans to the public-private partnership, recognised as a useful tool for the implementation of the projects envisaged therein, aimed at promoting sustainable growth and greater economic and social resilience in the long term. In this perspective of valorisation, while Italy, taking advantage of the emergency state, promoted a substantial reform of the partnership culminating in the approval of Legislative Decree 36/2023, Greece adopted a more conservative approach, concentrating its efforts on optimising procedures within an already consolidated regulatory framework. Although Italy’s recent regulatory developments represent a significant step towards clearer and more inclusive governance, some critical issues still remain. In this context, the comparison with the Greek experience provides valuable indications to overcome these challenges and to guide further improvements, charting the path towards an even more efficient public-private partnership model.
