Abstract
The paper aims to compare the experiences of Italy and Spain, the first and second recipients of European funds respectively, and the countries most affected by the pandemic, first by considering the resources and structure of their respective NRPs, and then by focusing on the role played by social dialogue and partnership instruments in both countries, as well as their consequences for employment.
